The Independent Electoral and Boundaries Commission (IEBC) is mandated by law to generate manual and electronic registers for the August 9th General Elections, according to Hon. Nelson Havi, a former president of the Law Society of Kenya (LSK) and candidate for Member of Parliament for Westlands. The manual register, according to the United Democratic Alliance and Kenya Kwanza, is intended to supplement or serve as a backup for the computerized voting system.
He claimed that although his personal comments would offend certain United Democratic Alliance (UDA) party members, they are required by law.
"We are not advocating the exclusion of either one of them (manual register or electronic register). You need to possess both of them. You need to have both an electronic and a manual register in case we need to make a verification. Considering how I might possibly know what you are viewing on your computer." During his interview with KTN, Havi gave an explanation.
As a means of avoiding any sort of election anomalies, Raila has persisted in demanding that the Independent Electoral and Boundaries Commission (IEBC) make use of both electronic and manual voter registries.
