The Teachers Service Commission has termed P1 certificates as outdated and urged primary school teachers who hold them to upgrade. TSC boss Dr. Nancy Macharia says that primary school teachers with P1 certificates should forget about employment unless they upgrade and acquire diplomas.

Macharia says that the upgrading cost will be sh. 60000 to 80000 and will be met by individual teachers. Macharia argues that diploma teachers are more productive than certificate holders. Macharia further says that she has received complaints from P1 teachers with certificates about the longer duration they take before being employed. According to Macharia, the longer duration they take is because they are unqualified.

This information will disturb primary school teachers who hold certificates because most of them will not afford money for upgrading. Others have stayed for over eight years without employment and therefore telling them to go back to class is a bother. Macharia insists on upgrading and so this group of teachers have no otherwise.
