The Education Cabinet Secretary, Prof George Magoha and his counterpart Interior CS Fred Matiang'i, have called for a national conversation on parenting.
Prof Magoha also said that canning to be reinstated in schools. He gave an example of himself having been canned in school by his teachers and at home by his parents.
He blamed parents and guardians for failing in instilling discipline in their children.
"We cannot afford to have students running amok in schools unchecked. We cannot afford to have thugs in schools in the name of human rights," he said.
In support of his sentiments, the Interior CS Fred Matiang'i also said that it is not right for students to lack discipline and just left without being corrected.
"Everything is human rights. Even when students burn schools, it becomes a human rights issue? What rights are we talking about? What rights are we talking about when you want to burn your colleagues in their dormitories? he said.
Currently, corporal punishment is outlawed in the Children's Act.
They said this at Egetonto DEB Primary School in Kisii County during the handing over of five new modern classrooms.
The construction was funded by the Gusii Professionals after the school was highlighted due to it's condition earlier this year.
