The influence of Deputy President William Ruto is spreading like wildfire far beyond the confines of politics.

His message has had such an impact that Chief Justice Martha Koome has adopted his bottom-up strategy in an effort to speed up service delivery at the Judiciary.

Speaking at the second annual Tribunals Symposium, Koome stated that Ruto's bottom-up approach aligns with her vision of making the Judiciary efficient in the delivery of services spanning the 19 Magistrates, Kadhi's Courts, Tribunals, Superior Courts, and the Apex Court.

According to her, a litigant's experience before the Supreme Court should be the same across the board in all lower courts.

What this means is that every court station will strive to be a center of excellence in the delivery of justice, and not just the Apex Court or Superior Courts.

“The Bottom-Up approach to expedited service delivery will necessitate certain interventions and measures in consultation with all judicial officers.”

“We should allow courthouses to develop unique 21 interventions, such as their own case management systems, to improve their service delivery efficiency.”

“This means that we will embrace shared leadership, which means that each judicial officer will be encouraged and supported to innovate and implement measures to increase his or her efficiency in collaboration with court users,” she explained.

She also stated that she would seek to increase the Judiciary's working hours in order to clear all backlog cases.

Ruto implemented a bottom-up economic strategy in the hope of reviving Kenya's flagging economy.
