Education Cabinet Secretary, professor Magoha has been firm to check that schools run well across the country. Magoha has been issuing warning to schools heads to the success of many learners. Some of the issues that he has been checking are the payment of fees by parents. At one time he warned principals and school head- teachers over sending students home for not paying fees. Later he changed his stand and said that it is the obligation of parents to pay fees for their children as schools can't run without proper cash flows.
However, recently, reports have emerged on the stand that a sections of principals have taken against the CS. Despite Government warnings, some school principals are asking parents to pay between Sh 5,000 and 35,000 as development fees before issuing them with Form One admission letters. The Standard News Paper Headline read, "School Heads Ignore Magoha On Extra Fees". Barely, two weeks ago, the Government through the Ministry of Education released a new structure and the guidelines both day and boarding schools and the guidelines on how to implement it. For instance, fee structure for day schools was as follows:
The guidelines were meant for all National Schools, Extra County Schools, County, Sub-county and also special schools. For the National Schools the total fees to be paid after Government reduced the amount was, 67,244. Boarding Schools that are Extra-County was 57,244, for the Special Schools it was 67,157 and for the day schools it was indicated as 22,244.
