Election Results Could Be Affected as Chebukati and Chiloba Start Shifting Blames

It seems that the 9th elections could be affected by results transmission crisis as Chebukati and Chiloba enter disagreement. There is a fear that the transmission of results could be affected by network crisis in most parts of the country. With only 80 days to the elections, it has emerged that the Independent Electoral and Boundaries Commission (IEBC) is yet to set 3G network in the polling stations across the country.

The Communications Authority (CA) has told the IEBC that 3G coverage in the country has reached 98 percent but Chebukati and IEBC has told the CA that it doubts the 98 percent coverage and physical mapping of polling stations needs to be done.

Chiloba and Chebukati are shifting blames on which body needs to do the physical mapping of the polling stations. Chiloba argues that the duty of CA is to offer advisory services to IEBC and not the actual mapping of polling stations by providing network services.

“We have not received the actual data on physical network verification and coverage from CA. CA just conducted a survey but did not do the physical mapping instead. That analysis may not give the actual thing on the ground,” IEBC says. 

Chiloba has however said that that is not the role of CA and it can only advise IEBC on what needs to be done. 

“It is the duty of IEBC to do the physical mapping of polling stations to ensure 3G network is available to help in the transmission of election results. Our duty is to advise them,” Chiloba has said.
